Since mandates are not a good approach, how would we make HSAs and catastrophic insurance at birth available? Both products seem like a good idea; how do we make them the first choice of people rather than a mandated item that will likely benefit the most powerful companies that offer them (i.e. crony capitalism)?
Perhaps, supporting any measures that allow more health care services to be available without the traditional payment structures (e.g. Medicare/Medicaid, health insurance by employer or gov't) to support direct care services and use of health sharing such as Crowdhealth, Samaritan, Christ Medicus (no affiliation or endorsement). The more options available the less people are constrained to high-cost, high-admin burden sources.
As you say, there are many ways to approach this which means people can fit the solution to their unique situation.
